Systems Building Projects
State Health Care Reform Technical Assistance and Knowledge Synthesis and Dissemination Project
Under a contract with CSAT, HSR assists State treatment agencies in responding to the requirements of health care reform, individual State initiatives, and new Federal regulations such as those of the Health Insurance Portability and Accountability Act. We work with States to develop policies and procedures that facilitate access to services designed to meet individual needs. We also help State treatment agencies collaborate with mental health, primary care, and criminal justice systems.
Community Integrated Service Systems
Under contract with HRSA's MCHB, HSR provided training and technical assistance to Community Integrated Service Systems grantees to facilitate coordination between State mental health and child care programs. In California, we conducted focus groups with out-of-home child care providers and mental health practitioners to gather information on providers' concerns regarding children's mental health. After analyzing the issues that emerged from these sessions, we drafted a report for dissemination to mental health providers statewide.
Systems Building Related to the State Children's Health Insurance Program (SCHIP)
Under this initiative, which was funded by HRSA's Maternal and Child Health Bureau (MCHB), HSR provided technical assistance to help States strengthen their systems of child and adolescent health services. We have evaluated the SCHIP outreach and enrollment systems in Maryland, Virginia, and Mississippi; assessed Montana's program for children with special health care needs; and assessed issues affecting provider participation in Medicaid in Alaska. We used study findings to formulate recommendations for system changes in each State and then worked with State officials and their system partners to facilitate followup of the recommendations.
Cross-training for Collaborative Systems of Care
Using both training and technical assistance strategies, HSR has promoted cross-agency training and collaboration among substance abuse, infectious disease, mental health, criminal justice, and homeless services professionals. We developed curricula, organized and implemented training events, served as lead trainers, and managed the work of locally and nationally known specialists and trainers. This project was funded by the Center for Substance Abuse Treatment (CSAT), the Centers for Disease Control and Prevention (CDC), and the Health Resources and Services Administration (HRSA).
