Judy Gallagher directs HSR's Maternal, Child, and Community Health Practice Area. During a career that has spanned three decades, she has earned wide recognition for leadership in planning and implementing community maternal and child health (MCH) policies and programs. Her accomplishments as a program administrator at the State, regional, and local levels are well-known and complemented by hands-on experience as a community health practitioner, educator, and Chief Executive Officer of several nonprofit organizations. At HSR, Ms. Gallagher designs and conducts research and evaluation projects to strengthen systems of care for families and children, including children with special health care needs. She directs an array of technical assistance projects, assessing TA needs, formulating TA plans, and providing direct technical assistance also directed at building effective State and local systems of care for children and families. Ms. Gallagher is the lead for several projects to conduct State MCH needs assessments and to measure the effectiveness of national education campaigns from the March of Dimes and Health Resources and Services Administration.
Before joining HSR, Ms. Gallagher was Director of Maternal and Child Health for the Commonwealth of Pennsylvania, where she supervised programs in prenatal care, child and adolescent health, school health, and family planning, among others. She is a founder and former Executive Director of The Bronx Perinatal Consortium Inc. Ms. Gallagher holds a master's in health policy from New York University and a master's in maternal, child and community health from Columbia University. She is also a Registered Nurse.
