As a member of the HSR Team since 1998, John O'Donnell manages technical assistance (TA) to State substance abuse agencies. He is also responsible for qualitative and quantitative policy analysis of issues relating to substance abuse treatment and State health care reform. Drawing on his expertise in managed care issues and public policy, Mr. O'Donnell has helped to develop TA resources, including projects related to the Health Insurance Portability and Accountability Act management information systems, managed care contracting, and opportunities for coordination in substance abuse treatment.
Mr. O'Donnell has managed several TA projects for the Center for Substance Abuse and Treatment. He currently is managing the development of a proposed report on the effects of interagency restructuring and organizational placement of Single State Agencies for substance abuse. He also is supervising a collaborative project with the National Association of State Alcohol and Drug Abuse Directors to develop a definitions guide for Healthcare Common Procedure Coding System codes relating to substance abuse treatment.
A former research analyst at the American Association of Health Plans, Mr. O'Donnell received his master's in government from Georgetown University.
