Dr. Lawrence Bartlett, President of HSR, is an economist who has more than 25 years experience in health care research, evaluation, and policy analysis and the provision of hands-on technical assistance to public policymakers and program administrators.
Dr. Bartlett is a highly regarded advisor on State and local health policy whose knowledge of health care financing and delivery issues is noteworthy for both its breadth and its depth. His detailed knowledge of many issues, such as Medicaid policies and survival strategies for local health departments, enables him to design specific and effective program recommendations for many of HSR's clients. His technical expertise is complemented by outstanding facilitation and training skills. He is often called on to
facilitate the deliberations of Governors' Blue Ribbon Commissions and legislative task forces. He also develops and conducts workshops and conferences for high-level policymakers.
In addition to his work with numerous Federal, State, and local public agencies, Dr. Bartlett has served as a consultant to a variety of other organizations, including the National Governors Association, the National Conference of State Legislators, the American Association of Retired Persons, the Robert Wood Johnson Foundation, the California Healthcare Foundation, and the U.S. Senate Finance Committee. He formerly was the Staff Director of the State Medicaid Directors' Association and the Director of the National Governors Association's State Medicaid Information Center. Dr. Bartlett
holds a doctorate in economics and a master's degree in health services administration.
