The third program in this series examines the persistent
problem of providing hospital care to uninsured and
underinsured persons in highly competitive, price-sensitive
markets. Panelists will define the different elements
referred to as "uncompensated care" and examine
trends in the levels of uncompensated care and the distribution
of this burden across several types of hospitals. The
panel then will examine a range of strategies that States
and communities have pursued in an effort to reduce
or redistribute the burden of uncompensated hospital
care, including payment or direct support programs such
as the Medicaid Disproportionate Share Hospital (DSH)
Program, the establishment of community benefit standards
for non-profit hospitals, and other initiatives.
