HSR currently holds two contracts under the Program Support Center:

  1. Conference Planning and Management Support Services (Contract No. 282-97-0063), and
  2. Program and Policy Assessment, Evaluation Design Studies, and Technical Assistance (Contract No. 282-98-0009).

What is the Program Support Center (PSC)?

The PSC is a fee-for-service contract vehicle through which all Federal agencies and the District of Columbia can obtain various administrative, financial, technical, and logistical services. Task orders awarded under PSC contracts are on a cost reimbursement basis, and can have a dollar value as large as $2 million and can last as long as two years.

What types of services can be purchased through PSC?

HSR holds two PSC contracts: one for conference planning services, and another for policy and program assessment, evaluation, and technical assistance.

Conference planning services include:

  • Planning and managing all conference logistics;
  • Developing conference-related technical and logistical materials; and
  • Managing conference communications.

Technical assistance and related activities include:

  • Needs assessments;
  • Policy analyses;
  • Program designs/reviews;
  • Evaluation studies;
  • Literature reviews;
  • Best practices analyses; and
  • Performance assessments.

What are the benefits of using the PSC contract mechanism?

The PSC contract vehicle is less time-consuming than issuing a full proposal, allows agencies to have total control over project implementation and performance monitoring, and provides easy access to HSR's highly experienced conference planning and technical assistance professionals.

What is the cost of using this contract vehicle?

PSC charges agencies a minimal fee of 2.5% of the total contract award to use this mechanism.

Which agencies have awarded HSR contracts using the PSC mechanism?

Many agencies have utilized both HSR's conference and technical assistance contracts to receive our services. They include:

  • Health Resources and Services Administration
  • Office of the Secretary, Assistant Secretary for Planning and Evaluation within the Department of Health and Human Services
  • Presidential Task Force for Employment of Adults with Disabilities within the Department of Labor
  • Center for Substance Abuse Treatment in the Substance Abuse and Mental Health Services Administration
