Center
for Mental Health Services (CMHS) Consumer Scholarship Project
The Center for Mental Health Services (CMHS) Office of External Liaison,
Consumer Affairs staff are charged with communicating the perspectives
of consumers to CMHS staff so that these perspectives are integrated into
all CMHS communications and program or policy development activities.
The fulfillment
of CMHS's mission depends to a significant degree upon understanding the
perspectives of mental health consumers concerning current cutting-edge
treatments, rehabilitation and support services, and on emerging trends
and issues in mental health service delivery. To this end, CMHS, through
a contract with Westat/Health Systems Research, Inc. (HSR), is funding
the "Improving Mental Health Services Delivery: Consumer Perspectives
on Policies and Programs (Consumer Scholarships)" Project. This project
helps fulfill key CMHS strategic goals to involve consumers.
This project
provides consumer representatives support to attend key national mental
health meetings and conferences, who in turn will provide written reports

How
to Contract with Managed Care
HSR developed a technical assistance handbook for public purchasers of
managed behavioral health care about best practices in procurement and
contracting. It offers a step-by-step guide to designing, procuring, implementing
and evaluating managed behavioral health services. (Contracting

Systems
Development for Substance Abuse Treatment
HSR manages the Treatment Improvement Exchange (TIE), which was created
by the Center for Substance Abuse Treatment (CSAT) to provide states with
information on recent substance abuse treatment findings, as well as technical
assistance to ensure successful implementation of Substance Abuse Prevention
and Treatment Block Grants. HSR organizes national conferences, maintains
internet resources and services, and manages a database of consultants.
Technical
Assistance for Substance Abuse Treatment
HSR has provided technical assistance to state Substance Abuse Authorities
in critical areas including: redesign of management systems to improve
accountability and service access; assessment of the impact of substance
abuse on welfare, criminal justice, unemployment and health care costs;
and provider training on managed care.
HIV/AIDS,
TB and Infectious Diseases and Substance Abuse
HSR provides cross-training to facilitate collaboration between disease
intervention specialists and drug abuse professionals. The initiative
is sponsored by an inter-agency partnership including the Center for Substance
Abuse Treatment (CSAT), the Centers for Disease Control (CDC), the National
Center for HIV, STD and TB Prevention (NCHSTP), and the Bureau of HIV/AIDS
of the Health Resources and Services Administration (HRSA). Training and
technical assistance is available to state and local health systems interested
