Each community has its own character, its own resources, and its own needs.
By understanding a community's political, social and economic environments,
we can help that community to design appropriate health programs and effectively
improve health outcomes. HSR provides technical support to Federal, state
and local agencies that administer and provide community health services.
These agencies now face critical new challenges:
- The locus
of decision-making authority has shifted from the Federal to state and
local levels.
- Categorical
approaches to programming are being replaced by an emphasis on building
integrated systems of care.
- Decentralization
and a renewed emphasis on accountability are resulting in new models
of planning and implementation, such as public-private partnerships,
and creative packaging of resources to address cross-jurisdictional
goals.

Child Care Health Consultant Audio Conference
On Thursday, February 17th, 2000, HSR sponsored an audioconference for
the 48 CISS Child Care grantees throughout the country on strategies for
implementing and sustaining child care health consultant programs. Information
was presented on:
- Creating
Partnerships for Sustainability.
- Training
Child Care Health Consultants.
- Measuring
the Success
of the CCHC Program.
The audio
conference began at 2:00 PM, Eastern Time and continued for about 90 minutes.

Strengthening
Integrated Service Systems
HSR provides training and technical assistance to 112 Community Integrated
Services System (CISS) grantees in 52 states and jurisdictions under a
four-year Federal contract. Annual conferences are followed by individualized
technical assistance provided to CISS grantees and their systems partners.
CISS grantees include state
Maternal and Child Health Agencies, state Child Care Agencies, and an
array of community-based organizations and coalitions.
HSR sponsored

Promoting
Systems of Quality of Care
HSR was recently awarded a four-year Federal contract to provide technical
assistance to states in addressing quality of care issues related to state
Children's Health Insurance Programs (SCHIP). HSR will assist each state
with strengthening systems of quality of care to ensure the effective
implementation of SCHIP and Medicaid.
SCHIP
Case Study Project
A national foundation commissioned HSR to examine the strategies used
by four states for enrolling children into Medicaid and state Children's
Health Insurance Programs, and to highlight the difficulties encountered.
