HSR has a long and successful track record of providing a broad range of consultative services covered under SIN 874-1 that are critically important to public and private policymakers, agency directors, service managers, and other leaders in the health care field. These include:

We are extremely proud of our 25 year record of success in providing high quality consultant services to a broad range of Federal agencies in a very effective and efficient manner. Evidence of our success is reflected in the positive long-standing relationships we have enjoyed with our client agencies, the near-perfect evaluation scores we have received under our Federal award fee contracts, and the fact that we have not incurred a cost overrun on any contracts in the entire history of our firm.

The approach that we will use on this MOBIS contract, and any resulting task orders, will draw upon these successful experiences. Key components of this approach include the following:

  • The assignment of highly skilled and experienced staff to each contract or task order.
    HSR’s staff is comprised of an outstanding group of consultants, policy analysts, evaluators, facilitators, trainers, economists, researchers, and former senior State officials with extensive substantive and programmatic knowledge. To provide the highest quality service to our clients, we develop a staffing plan for each task order assignment that carefully matches the knowledge, skills, and experience of individual HSR staff with the requirements of the assignment.
  • The implementation of a carefully designed management plan specifically tailored to the project’s requirements.
    HSR’s management plans will include: clearly defined roles and responsibilities for all project staff and lines of communication both within the project team and with the client agency task order officer; detailed timelines for the completion of all project activities and deliverables; and, as appropriate, consultant or subcontractor management plans that include frequent communication; periodic scheduled performance reviews to discuss progress, problems, and corrective actions; written progress reports; deliverables tracking and review; and a review of all claims prior to submission to the Government for payment.
  • The application of a strong quality assurance/improvement system to all activities and deliverables.
    Each of our Project Directors will establish and lead a quality assurance (QA) team that will identify benchmarks to be used to review the substantive and technical content of each deliverable to be prepared under a task order. These benchmarks will be related to the timelines, deliverable schedules, and related standards that appear in the SOW, HSR’s proposal submission, and any other relevant documents. These measures will be utilized in the QA team’s conduct of internal reviews of project activities and all draft deliverables prior to submission to the client agency.
  • The use of solid financial management systems to ensure careful fiscal oversight of the contract and all resultant task orders.
    HSR uses Deltek, the Government Contractor Software series, for all project-related cost accounting. Deltek enables HSR to meet the financial requirements of any task orders issued upon this schedule through the accurate and timely tracking and invoicing of project-specific personnel hours and any other budget items.

Annual loaded rates for personnel who may be involved in the delivery of consulting services under this SIN are presented for each of the remaining years of our five-year contract award.  VIEW RATES
