What is MOBIS?

The Management, Organizational, and Business Improvement Services (MOBIS) Schedule of the General Services Administration (GSA) offers a streamlined procurement device to agencies seeking management consulting, facilitation, survey, and quality-related training services. Contractors on the MOBIS Schedule have demonstrated their capabilities in providing expert assistance to agencies within the Federal government. The MOBIS Schedule is open to receiving contracts from all Federal agencies within the executive, legislative, and judicial branches; mixed ownership government corporations, and the government of the District of Columbia.

What Services Does HSR Offer Under MOBIS?

How Does an Agency Place an Order Using MOBIS?

Federal agencies may utilize the MOBIS Schedule for delivery orders between $300 and $1 million. For orders over $2500, an agency must ensure a Best Value determination is made, as required by FAR 8.404. To do this an agency must:

  • Prepare a Statement of Work
  • Send Request for Quotes to at least three contractors on the MOBIS Schedule
  • Review the quotes received
  • Consider the price and select the contractor who provides the “Best Value”
  • Place an order directly with the contractor

Agencies do not pay a fee to the GSA for using MOBIS—instead, HSR pays a portion of its MOBIS revenues directly to GSA quarterly, thus no additional coordination between GSA and the agency is required.
