A well-designed survey can be used to better understand the populations an agency serves, to determine satisfaction and effectiveness of programs, and to offer qualitative and quantitative information regarding research questions the agency may have. Whether it be in-person interviews, telephone surveys, or mail/online questionnaires, HSR offers clients assistance in designing, developing, and implementing surveys, and analyzing their results.

Specifically, our skills include:

  • Survey design and development. HSR possesses in-depth knowledge about various types of qualitative and quantitative surveying methods, and can make recommendations based on an agency’s budget, time frame, and level of detail needed in response. We work collaboratively with clients to plan the design, refine the questions the survey will attempt to answer, and determine the most efficient and empirically sound methods to collect data.

  • Database administration. It is crucial that any data collection effort associated with surveys not impose additional undue burden on an agency. HSR will help to maintain data collected through surveys, and protect their confidentiality.

  • Survey administration. We can also help clients administer surveys by piloting it with a sample audience, and refining the instrument before it is disseminated broadly. HSR is also experienced in obtaining clearance from the Office of Management and Budget (OMB), should any data collection activities need to conducted on a scale that would warrant this. We maintain current OMB Paperwork Reduction Act Submission Forms (83-1 and 83-1a) available on file, and will write the formal submission package in a manner consistent with current OMB guidelines.

  • Data analysis and production of reports. HSR is also adept at analyzing both qualitative and quantitative data in order to extract common themes or trends. We can help agencies follow up on their surveys by producing reports that describe these themes and trends, and that contain illustrative charts and graphs explaining the survey methodology and analyzing the results.
