Steps
HSR conducted one of the first evaluations of a state-funded
health insurance program for children, Connecticut's "Healthy Steps"
program. This evaluation analyzed program enrollment, service use, and
expenditures and compared them to children covered under Medicaid and
private insurance.
Evaluation
of State Agency Nutrition Education Cooperative Agreements
For the Food and Nutrition Service of the US Department
of Agriculture (USDA), HSR evaluated 22 states' efforts to develop nutrition
education networks. The evaluation examined network development activities
and their level of success in meeting cooperative agreement goals for
providing nutrition education and social marketing.
Perinatal
Substance Abuse
HSR conducted a process evaluation of five demonstration
programs designed to improve the delivery and integration of prenatal
and substance abuse treatment services for pregnant addicts. This qualitative
evaluation, conducted in collaboration with Mathematica Policy Research,
involved site visits and interviews at each site over three years.
Re-engineering
the Welfare System
For the Economic Research Service of the USDA, HSR is conducting
an evaluation of state efforts to re-engineer their food stamp programs
as a result of welfare reform. HSR is conducting a national survey of
state food stamp programs and selecting six states for detailed case study
analysis.
EPSDT
and Medicaid
For the Health Care Financing Administration, HSR conducted process evaluations
of the structure and operations of Medicaid Early Prevention, Screening,
Diagnosis and Treatment (EPSDT) programs in four states. This study analyzed
state responses to provisions included in the Federal OBRA-89 legislation.
WIC Vendor
Management and Food Purchasing Studies
HSR is conducting a national evaluation of the incidence
and prevalence of grocer violations of WIC program rules and regulations.
Under contract with the USDA, HSR is collecting data from a nationally
representative sample of grocers authorized by states to provide food
to WIC participants, and is analyzing data to examine variables that may
be associated with inappropriate practices.
