HSR provides hands-on technical assistance to public program administrators seeking to develop more effective policies and improve program operations. HSR provides technical assistance and training under direct contracts with Federal, state and local agencies, as well as through federally-supported technical assistance centers operated by the firm. We have developed customized technical assistance strategies related to such areas as:

  • Facilitating partnerships between service providers in the public and private sectors, and between agencies at the state and community levels,
  • Training in cost estimating, community needs assessment, and design of performance and quality measurement systems,
  • Analyzing the implications of changes in Federal regulations for state and local health and human services systems.

   
   


Current projects include:

Maternal and Child Health Systems Development

Since 1992 HSR has provided technical assistance to Maternal and Child Health agencies in all 50 states, the District of Columbia, The Virgin Islands and Puerto Rico. HSR facilitated: comprehensive services design for at-risk mothers and children; development of quality assurance provisions in managed care contracts; and skills training and program restructuring. This work has earned HSR national recognition as the leading source of technical assistance for MCH programs.

Substance Abuse Services for SCHIP

HSR is currently conducting regional workshops for state agency staff to facilitate planning and collaboration to ensure the provision of high-quality behavioral health services under State Child Health Insurance Programs (SCHIP).

Integrating Community Level Services

HSR is providing technical assistance and training to over 100 grantees of the Federal Community Integration Services Systems Initiative (CISS). Annual conferences in each state initiate the process of strengthening systems building skills, and these are followed by technical assistance tailored to each grantee's unique needs.

Recovery Community Support Program

HSR has designed and implemented technical assistance for the Recovery Community Support Program (RCSP) of the Center for Substance Abuse Treatment (CSAT). This program assists recovery organizations in developing more effective strategies for communicating and linking with provider delivery systems, and for participating in the planning, delivery and evaluation of substance abuse policy and services.
