Programs, Phase I: Ten Potential Data Initiatives

HSR, in
cooperation with the Urban Institute and the Research Triangle Institute,
embarked on a journed to develop new ideas on how to use data more effectively
for the various Federal food assistance programs. This report, supported
by the USDA's Economic Research Service, describes 10 potential data
development initiatives, each of which holds promise for improving the
quality or reducing the cost of data resources in USDA's three major
food assistance programs. The initiatives reflect the research needs
of all three of the largest Federal food assistance programs: the Food
Stamp Program (FSP), the Supplemental Nutrition Program for Women, Infants,
and Children (WIC), and the National School Lunch Program (NLSP). The
initiatives also were chosen to provide information for several types
of research, especially the measurement of program impacts and the dynamics
of program participation.

Development and Analytic/Quantitative Skills: A Review of the Literature

This report
reviews the literature on a range of analytic and quantitative skills
important to these systems development efforts for health services to
children and families, including needs assessment, strategic planning,
data collection and analysis, quality assurance, program evaluation,
electronic information transfer systems, combined record-keeping systems,
budget development, policy analysis, economic analysis, and development
of utilization and cost estimates. (Prepared for MCHB, January 1997)

addresses the tasks involved with conducting needs assessment activities
related to developing social marketing strategies for delivering nutrition
education, and provides specific suggestions for conducting each task.

Assessing
the Needs of Children and Youth in New York State

Assistance
was provided to the New York Department of Health in designing and implementing
a community-based needs assessment process for children and youth. The
report integrates three papers produced over the course of the TA project:
the initial site visit report, a summary of a needs assessment training
workshop, and a report summarizing the third consultation visit. (Prepared

Development in a Changing Health Care Environment: Summary of Training
and Technical Assistance in the State of Tennessee

For the
State of Tennessee, HSR provided technical assistance in two critical
program areas. First, consultation was provided to facilitate the development
of an integrated MCH data system. Following this, training was provided
to state and local officials on techniques for conducting community
needs assessments. The final project report includes summaries of two
workshops conducted by HSR consultants on strategies for collecting
and utitlizing maternal and child health data in the changing health
care delivery environment and conducting effective community diagnoses.
