Consolidated Contract between the South Carolina Maternal and Child
Health and Medicaid Programs for the Provision of Family Support Services
under the Palmetto Health Initiative

For the
State of South Carolina, HSR facilitated the initial integration of
Maternal and Child Health (MCH) services within the South Carolina Department
of Health and Environmental Control (DHEC) and Medicaid managed care.
The report presents a draft contract between Medicaid and MCH defining
a package of "wrap around" Family Support Services - including
outreach, risk assessment, case management, health education, nutritional
services, social work services, and caregiver training - that could
continue to be provided by DHEC providers and reimbursed by Medicaid
within a managed care environment. (Prepared for South Carolina Department

Maintaining
Effective MCH Systems of Care in an Era of Medicaid Reform

For the
State of Florida, HSR provided assistance to the Maternal and Child
Health System Redesign Workgroup, a group composed of MCH, Healthy Start,
Medicaid, and University of South Florida staff and formed to advise
Florida's Agency for Health Care Administration (AHCA) on critical MCH
policy issues in a changing health care environment. The focus of the
project was on development of policy recommendations for preserving
MCH systems of care in anticipation of Medicaid block grants and accelerated
implementation of Medicaid managed care. The report is a compendium
of the four site visit reports and the two policy reports developed
