The growth
in managed care, the implementation of welfare reform, and the rising
rate of poverty among children and families are among the external changes
facing Iowa's maternal and child health programs. To assess the impact
of these environmental changes on MCH programs and services and to plan
for the agency's future role, the Iowa Family Services Bureau requested
technical assistance in the area of strategic planning. The focus of
this technical assistance assignment was the conduct of a two-day strategic
planning workshop; this report presents a summary of this workshop,
addressing such issues as the development of an environmental assessment,
an analysis of the FSB's strengths, weaknesses, opportunities, and threats
in relation to major environmental forces, and the development of a
strategy to reshape the orientation of the FSB in light of the changing

Developing
Performance Measures and Performance-Based Contracts for State and Local
MCH Activities

This report
provides a detailed discussion of the experience of seven States that
have developed performance-based contracts, utilizing specific performance
indicators to measure and monitor the quality and quantity of MCH services
provided at the local level, and includes an overview of recent Federal
efforts to promote performance measurement and local contracting agreements
in public health, including the new MCHB performance measures for States.

Roles, Responsibilities, and Activities in a Managed Care Environment
- A Workbook for Local Health Officials
This document
provides an overview of efforts by the AHRQ User Liaison Program and
a public health work group comprised of representatives from the National
Association of County and City Health Officials (NACCHO), the Association
of State and Territorial Health Officials (ASTHO), and the Association
of Maternal and Child Health Programs (AMCHP) to help local Health Department
officials identify effective ways to carry out their core function responsibilities

Care Reform in Vermont and its Implications for Systems of Care for
Children

For the
State of Vermont, HSR and its consultant analyzed the proposals of the
Health Care Authority (HCA) with respect to the impact that health care
reform may have on primary care systems for children. In particular,
the report describes the strengths and weaknesses of the state's existing
public programs for children, identifies key questions raised by the
work of the HCA, and discusses a range of issues regarding children's
access to needed care that might require further analysis. (Proposed
