Coverage of Family Planning Services: Results of a National Survey

As a major
source of health coverage for low-income women of childbearing age,
the Medicaid program plays an important role financing family planning
services and supplies for millions of women. In recent years, policy
changes at both the state and federal level including the growth of
managed care, increases in the number of faith based managed care plans
and new programs such as the family planning waivers have begun to alter
the financing and delivery of family planning services under Medicaid.
To better
understand how family planning services operate under Medicaid, the
Henry J. Kaiser Family Foundation contracted with Health Systems Research,
Inc. to conduct a comprehensive survey on access to family planning
services in the 50 states and the District of Columbia.

Coverage of Perinatal Services: Results of a National Survey

In the
late 1980s, the states and federal government enacted a series of eligibility
and program expansions to improve access to prenatal care for low-income
women. Largely due to the success of these expansions, Medicaid has
become one of the major funders ofprenatal care and delivery services
for women in the United States, paying for approximately one-third of
all births in the nation. Shifts in the financing and delivery of care,
primarily through managed care, have implications for access to and
the delivery of perinatal services under Medicaid.
To identify
how perinatal services operate under Medicaid across the nation, the
Henry J. Kaiser Family Foundation contracted with Health Systems Research,
Inc. to conduct a national survey of state Medicaid programs to document
state policies and practices on coverage of perinatal care under a changing
Medicaid system.
Adapting
MCH Systems in a Changing Health Care Environment: Summary of Technical
Assistance Provided to the State of Nebraska

For the
State of Nebraska, HSR provided technical assistance on broad range
of issues surrounding evolving roles for Title V in a changing health
care environment. The final project report includes an analysis of Nebraska's
evolving state health care system, as well as summaries of two workshops
conducted for Nebraska officials on such topics as maternal and child
health systems development and providing high quality care to children
with special health care needs enrolled in Medicaid managed care arrangements.

For the
Virgin Islands, HSR developed for government agencies and service providers
a Maternal and Child Health (MCH) and Children with Special Health Care
Needs (CSHCN) Program Manual. The manual serves as a tool to help the
MCH and CSHCN Programs develop and implement more effective and integrated
preventive, primary, and specialty care programs for pregnant women
and children. (Proposed for Virgin Islands Department of Health, 1996)
